Notice is hereby given that on the date listed above the City of Dunnellon will be conducting a roundtable meeting to discuss and gather input regarding Ordinance No. ORD2026-01. This ordinance readopts Chapter 11, "Special Events," of the City Code with significant modifications to the regulations governing how special events are permitted and managed within the City. These meetings are sunshine meetings and open to the public. More than one Councilmember may be in attendance.

NOTICE OF DUNNELLON CITY COUNCIL SEAT VACANCY
Notice is hereby given that the City of Dunnellon is seeking interested, qualified electors to submit an application to fill the unexpired term of Glen Stocker, Council Seat 2 until the November 4, 2026 City Council Election. You must reside within the incorporated City of Dunnellon to apply for this vacancy.
Pursuant to the City Charter, Section 8, Elections: No person shall be eligible to hold office who shall not at the time of his election be a qualified elector of said city, residing within the territory thereof; and in case any officer shall remove his residence beyond the limits of said city his office shall thereby immediately become vacant. In case any vacancy shall occur in any city office, such vacancy shall be filled by a majority vote of all the members of the City Council, and the person so appointed by the City Council shall hold office until the next annual or special election of officers and until his successor is elected and qualified.
Following appointment, the selected candidate will be required to file a Financial Disclosure Form-1 in accordance with State regulations.
A completed application must be submitted to the City Clerk no later than 12:00 noon on Monday, March 2, 2026 in order to be considered.

The Dunnellon City Council, on September 10, 2025, amended its City Council meeting schedule via Resolution #RES2025-30 effective October 1, 2025, as follows:
City Council Workshop Meetings
The City Council workshop meetings shall be held the first Monday of each month, beginning at 5:00 p.m. unless otherwise rescheduled or cancelled.
Persons wishing to place an item on the workshop agenda must make a written request for same to the City Clerk on or before 12:00 p.m. the Wednesday before the workshop meeting, together with any backup material the speaker wishes the Council to consider. Requests shall be considered in the order they are received. The City Clerk shall have the discretion to defer a request to a future meeting depending on the volume of business already scheduled on the agenda by staff and City Council.
City Council Regular Meetings
The regular meetings of the City Council shall be held the week following the workshop meeting on Wednesday beginning at 5:00 p.m. unless otherwise rescheduled or cancelled.

Notice is hereby given that the City of Dunnellon is seeking interested, qualified electors to submit an application to fill the unexpired term of Glen Stocker, Council Seat 2 until the November 4, 2026 City Council Election. You must reside within the incorporated City of Dunnellon to apply for this vacancy.
Pursuant to the City Charter, Section 8, Elections: No person shall be eligible to hold office who shall not at the time of his election be a qualified elector of said city, residing within the territory thereof; and in case any officer shall remove his residence beyond the limits of said city his office shall thereby immediately become vacant. In case any vacancy shall occur in any city office, such vacancy shall be filled by a majority vote of all the members of the City Council, and the person so appointed by the City Council shall hold office until the next annual or special election of officers and until his successor is elected and qualified.

Notice of Dunnellon City Council Seat Vacancy
Notice is hereby given that the City of Dunnellon is seeking interested, qualified electors to submit an application to fill the unexpired term of Glen Stocker, Council Seat 2 until the November 4, 2026 City Council Election. You must reside within the incorporated City of Dunnellon to apply for this vacancy.
Pursuant to the City Charter, Section 8, Elections: No person shall be eligible to hold office who shall not at the time of his election be a qualified elector of said city, residing within the territory thereof; and in case any officer shall remove his residence beyond the limits of said city his office shall thereby immediately become vacant. In case any vacancy shall occur in any city office, such vacancy shall be filled by a majority vote of all the members of the City Council, and the person so appointed by the City Council shall hold office until the next annual or special election of officers and until his successor is elected and qualified.
Following appointment, the selected candidate will be required to file a Financial Disclosure Form-1 in accordance with State regulations.
A completed application must be submitted to the City Clerk no later than 12:00 noon on Thursday, July 24, 2025 in order to be considered.

STORM DRAIN MARKING EVENT
The City of Dunnellon Public Works Department will be conducting a storm drain marking event on March 13, 2025, from 9:00 a.m. to 11:00 a.m. on Pennsylvania Avenue and from 1:00 p.m. to 3:00 p.m. in the Vogt Springs neighborhood to raise awareness about the importance of preventing pollution in our waterways.
What to expect:
• Public Works staff and volunteers will be stenciling messages on storm drains reminding residents that anything dumped into them flows directly to local water bodies, like lakes and rivers.
• Markings will include "No Dumping, Drains to Waterway”
How you can help:
• Volunteer to participate in the storm drain marking event!
• Be mindful of where you dispose of yard waste, pet waste, chemicals and other debris.
• If you see someone dumping improperly, politely remind them about the impact on our environment.

US 41 ROADWORK
In the coming weeks, the Florida Department of Transportation (FDOT) will commence Project #448526-1 on US 41 from north of the Withlacoochee River Bridge in Citrus County through Dunnellon to SW 110th Street. The project will consist of road resurfacing and reconfiguration of the US 41 and CR 484 intersection. Preconstruction activities may include locates, markings, and signage. Construction is slated to begin on or around February 27, 2025, and continue through February 2026. Pursuant to the City Charter, Section 8, Elections: No person shall be eligible to hold office who shall not at the time of his election be a qualified elector of said city, residing within the territory thereof; and in case any officer shall remove his residence beyond the limits of said city his office shall thereby immediately become vacant. In case any vacancy shall occur in any city office, such vacancy shall be filled by a majority vote of all the members of the City Council, and the person so appointed by the City Council shall hold office until the next annual or special election of officers and until his successor is elected and qualified.
Following appointment, the selected candidate will be required to file a Financial Disclosure Form-1 in accordance with State regulations.
A completed application must be submitted to the City Clerk no later than 12:00 noon on Thursday, January 30, 2025 in order to be considered.

The City of Dunnellon hereby gives notice of its intent to dispose of public property within its CRA, by means of sale, pursuant to Section 163.380(2), Florida Statutes. Notice of Proclamation Declaring State of Emergency
The City of Dunnellon declared the following Proclamation.

Declaration of a Local State of Emergency
WHEREAS, a well-defined tropical wave, now identified as 97L, could develop into a tropical depression, or stronger storm system, this weekend or early next week over the eastern Gulf of Mexico or near the Florida Peninsula. This storm system has the potential to produce severe weather in Marion County, including severe thunderstorms and strong wind gusts, possible tornados and potential flooding due to multi-day heavy rain events. As such, there currently exists a threat to the health, safety, and well-being to the citizens of Dunnellon and Marion County, and the concomitant need to prepare for such threat; and
WHEREAS, Governor Ron DeSantis on August 1, 2024, issued Executive Order Number 24-156 related to this storm system. Section 1 of the Executive Order declares that a state of emergency exists in multiple Florida counties, including Marion County. A copy of this Executive Order is attached hereto as Exhibit A and is incorporated herein by reference.
WHEREAS, it is incumbent upon the City of Dunnellon, Florida, a political subdivision of the State of Florida, to take every prudent measure to ensure the safety and well-being of its citizens and their property located in Dunnellon; and
WHEREAS, Florida Statute subsection 252.38(3), enumerating the emergency management powers of political subdivisions, provides at subparagraph (a)5, in part, “The duration of each state of emergency declared locally is limited to 7 days; it may be extended, as necessary, in 7 day increments.” and,
WHEREAS, the State Emergency Management Act [sections 252.31-252.60, Fla. Stat.] defines "Emergency" as "any occurrence, or threat thereof, whether natural, technological, or manmade, in war or in peace, which results in or may result in substantial injury or harm to the population or substantial damage to or loss of property." Sec. 252.34(3), Fla. Stat. (Emphasis added); and
WHEREAS, it is in the best interests of the citizens of Dunnellon to activate emergency management preparations in order to minimize the hazards and damage that may be created by such storm; and
WHEREAS, certain additional personnel and specialized equipment are required to assist in administering the needs of the citizens and to determine the extent of damage; and
WHEREAS, the Mayor of Dunnellon hereby determines that tropical wave, now identified as Invest 97L, qualifies as an “emergency” as defined in F.S. Sec. 252.34(4) within the City of Dunnellon and such storm justifies the adoption of this declaration of state of local emergency.
NOW THEREFORE, I, Walter L. Green, Mayor of the City of Dunnellon, in accordance with the provisions of Florida Statute 252.38 and Chapter 22, Section 22.34 of the City’s Code of Ordinances, promulgate the following Declaration:
Section 1: A state of local emergency is hereby declared immediately, today, August 2, 2024, due to the likelihood that heavy rains and winds may result in extreme localized flooding, wind damage and possible tornadic activity in the City of Dunnellon.
Section 2: Pursuant to City of Dunnellon Ordinance 98-1, the City of Dunnellon Emergency Management Plan is hereby activated, and the Emergency Management Coordinator of the City of Dunnellon shall have the power, authority, and duty to take any and all action under the plan necessary for the preservation of the health, welfare, and safety of the people of Dunnellon.
Section 3: The Marion County Sheriff’s Office, Division of Emergency Management shall provide overall coordination for County response and the City of Dunnellon shall coordinate through the Marion County Sheriff’s Office, Division of Emergency Management regarding any assistance to be provided.
Section 4: All agencies will provide the necessary assistance as requested by the Marion County Sheriff’s Office, Division of Emergency Management.

Notice of City of Dunnellon, Division of Code Enforcement
In an effort to aid public safety concerns the City of Dunnellon would like to remind residents of the importance of posting building numbers on their property. Please be advised the Code Enforcement Division will be actively pursuing compliance in the upcoming weeks.
City of Dunnellon Code of Ordinances Sec.99-10 - Building numbers. (a) All residential and commercial buildings within the city are required to be issued a building number by the city. The building number shall be posted on or about the building and property in accordance with guidelines set forth below (b) Posted building numbers shall be at least four inches high and two inches wide and shall be of an easy to read type. Numbers on residential, commercial, institutional, or multifamily buildings that are set back more than 50 feet from the street, shall be at least eight inches high. If a building front is not readily visible or accessible, regardless of distance from the street, numbers shall be posted at the driveway to the building, in addition to the number being affixed to the building. Building numbers shall be in a color that contrasts with the immediate background and must be clearly visible from the adjoining street.
(c) For plazas or other commercial occupancies with multiple buildings, the range of building numbers shall be posted on the main plaza and on the occupancy sign viewed from the street, from both directions. City of Dunnellon - Public Notice - Blue Run Park Rules And Regulations
Adopted and proposed Ordinances that regulate the use of the Blue Run of Dunnellon Park
Ordinance #ORD2021-02 establishes rules and regulations for the Park. Ordinance #ORD2022-02 will clarify the prohibition on commercial use of the Park. Ordinance #ORD2021-02 becomes effective on April 1, 2022.
Chapter 46 of the City’s Code of Ordinances is amended to create Article III Blue Run Park. Section 46-79 of this Article establishes a prohibition on commercial use of the park. Section 46-81 establishes penalties, including a fine schedule for civil municipal code violations. Once both Ordinances are effective, the Code will read as follows:
Sec. 46-79. – Prohibition on Commercial Use.
- Commercial use of the park is prohibited except as otherwise provided herein.
- For purposes of this section, ‘commercial use’ shall mean:
- the sale or rental of any item, good, concession, or merchandise within the boundaries of Blue Run Park; and
- the provision of any service performed within the boundaries of Blue Run Park regardless of whether compensation for such service is paid onsite or offsite.
- Governmental provision of park services by Marion County for water-based recreation and/or other passive recreation programs are exempt from this section so long as such services are authorized both via Interlocal Agreement 2007-14 (entered into between the City and Marion County on May 14, 2007) and per the requirements of the Blue Run Park Management Plan. The K.P. Hole shuttle service provided by Marion County (or its contractor on behalf of Marion County) is the sole transportation service authorized per the requirements of the Blue Run Park Management Plan.
- This Section shall not be read to prohibit:
- emergency services such as ambulances, tow trucks, and roadside assistance;
- performance of park-related services and activities for the City or other governmental agency as consistent with the Blue Run Park Management Plan;
- engagement in expressive activities protected by the First Amendment;
- disability accommodations authorized by the City;
- utility services provided on site or the maintenance of any utility improvements located on site; and
- activities or services the City must allow under state or federal law.
Sec. 46-81. - Penalties—Fine schedule for civil municipal code violations.
- Violations of the provisions of this Article, or failure to comply with any of the requirements as stated, shall constitute a civil municipal code violation.
- Any person who violates this chapter or fails to comply with any of its provisions shall be issued a civil municipal code violation.
- Contents of civil municipal code violation ticket. The ticket shall specifically describe the following:
- Specify the nature of the violation and cite to the applicable section of this Article;
- Indicate the amount of the fine;
- Give notice to the violator that he or she must pay the fine within 30 days or appeal the ticket; and
- Describe the procedures to be followed in either paying such fine or electing not to pay such fine and requesting a hearing before a county court official concerning the violation, and the penalty for failure to comply with the directions on the ticket. A sequential numbering system shall be used.
- Computation of time. If the last day of any time period described in this section falls on a Saturday, Sunday or legal holiday, the time period shall run until the end of the next day which is neither a Saturday, a Sunday nor a legal holiday.
- All civil municipal code fines under this Article, will be $50.00 per violation.
- This section shall not apply to Sec. 46-80.
